The TOC marker is a structural element in PSML.
It is used by PageSeeder to indicate where the table of contents is to be inserted in an exported document or publication. In an exported table of contents, headings and numbered paragraphs appearing before the TOC marker are not included. However, in the user interface they are included for easier navigation. In either case, the TOC marker resets heading levels in the TOC to level 1.

Default documents don’t include a TOC marker. When they are embedded after the TOC marker, all the headings and numbered paragraphs are taken into account to compute the exported table of contents.
References documents include a TOC marker between title section and the content section. Only headings and numbered paragraphs in the content section are taken into account to compute the exported table of contents.
The TOC marker is used when exporting to PDF and DOCX, to define where the TOC is inserted and to exclude headings before it from the TOC output.
Typically, front matter in a publication is located before the TOC marker. Make sure that the root of your publication includes a TOC marker and include your front matter in the title section.
